In August 2021, Ukrainian President Volodymyr Zelenskyy signed laws aimed at increasing the share of ecological transport in the country by introducing tax incentives. One of the innovations is the abolition of VAT on electric cars imported and sold on the territory of Ukraine.
Import of electric vehicles to Ukraine is exempt from value added tax until December 31, 2025. The list of vehicles covered by this benefit includes:
– light electric vehicles:
– electric buses;
– electric trucks;
– electric special equipment.
The laws also provide that the share of cars with electric motors in state purchases of vehicles must be at least 50% until 2030. At the same time, until January 1, 2029, components, as well as equipment that is needed for the production of electric vehicles, will be temporarily exempted from import duties. In accordance with the law, until January 1, 2031, a number of goods for enterprises that create or modernize their production facilities for the production of environmentally friendly vehicles.
In addition, until December 31, 2035, profits of enterprises producing these vehicles, as well as electric motors, lithium -ion (lithium-polymer) batteries and chargers for them.
Against the background of attempts to increase the number of electric vehicles in Ukraine, the authorities are already planning to ban the import and the first state registration of cars with internal combustion engines – both gasoline and diesel.
The Ministry of Infrastructure of Ukraine proposes to ban:
– from January 1, 2027 for used cars with diesel internal combustion engines;
– from January 1, 2030 for new diesel cars, as well as for used and new cars with gasoline internal combustion engines.
